William Robert Emms (1833-1901) was born at Wells-Next-The-Sea in Norfolk, England. A mariner by trade, he was (with Mr Bullard) proprietor of water barges at Nelson before the establishment of town waterworks. In 1866, he married Amelia Emma Jones (1844-1902) at Nelson.

Amelia's father, Evan Frederick Jones (1818-1888) ran a saddlery and harness manufacturing and sales business. This was later taken over by his sons, Frederick and William.
